Guinea ECTN/BESC Certificate

In accordance with the regulations issued by Conseil Guinéen des Chargeurs, an ECTN/BESC Certificate is mandatory for cargo shipments arriving in Guinea by sea, air, road, or rail transport.

ECTN stands for Electronic Cargo Tracking Note, which corresponds to the French term BORDEREAU ELECTRONIQUE DE SUIVI DES CARGAISONS (BESC).

The ECTN Certificate is required for each individual Bill of Lading. A unique certificate number is assigned to every Bill of Lading, and multiple certificates cannot be issued for the same Bill of Lading. This requirement applies regardless of whether the shipment is LCL (Less than Container Load) or FCL (Full Container Load).

Processing Time and Application Procedure

The certificate issuance process typically takes approximately two business days. It is sufficient to send your documents to us in PDF format. We do not require application forms, form fees, or any additional administrative procedures or charges.

Upon receipt of your documents, a draft certificate is prepared and sent to the applicant via email together with the assigned certificate number. After you review the draft and any requested revisions have been completed, the certificate is submitted for approval upon your confirmation, and the invoicing and payment stage begins.

Once the relevant authority approves the application, the final approved certificate is delivered to you electronically via email.

Important Notes and Common Reasons for Rejection

  • Consistency of all information contained in the submitted documents is extremely important.
  • If the Shipper and Consignee information differs between documents, approval may be denied.
  • Approval may be rejected if inconsistencies exist between the cargo value, freight charges, and other cost elements stated in the documentation.
  • Approval may also be denied if there are discrepancies in product descriptions, container numbers, gross weight, volume, or other shipment details.

If approval is not granted, a system notification will be issued indicating the reason for rejection and the corrective actions required. Based on the notification received, we will request the necessary amendments from you and resubmit the certificate application using the revised documentation.

There is no charge during the draft preparation stage of the Guinea ECTN Certificate application process. However, once the approval stage has commenced, the cargo levy fee payable to the relevant authority is paid in advance by Nesay Shipping & Logistics. Therefore, the amount collected as the cargo levy fee is non-refundable. Please take this condition into consideration before submitting your application.
